Today (10th March) is the deadline for responses to the reform, as part of the Labour government’s plans to deliver 1.5 million homes over this parliament.
Matthew Evans, partner of planning at Forsters, has welcomed the proposed amendments that would streamline the process but is urging speedier implementation.
Specifically, Matthew advocates the rules-based approach for the NPPF to allow developers to gain approval and proceed to construction more quickly.
That said, he has stressed it is important not to overlook SME housebuilders.

“SME housebuilders should benefit from proposals to introduce a medium-size site category, though it is important that there is clarity on what qualifies as a medium-size site and what exemptions there are around affordable housing provision and biodiversity net gain regulations,” said Matthew.
“This new category should also free-up planning officers’ time if they can be determined without need for a planning committee, which can be a huge drain on officer resources.
“Quick implementation and clear supporting guidance should build on the planning reform that has started to embed since the government took charge.”
